I am pretty sure that is not the case, for several reasons:

1) You never sees more than one EB empty coal a day. usually much longer.
2) Reversing a coal train would still be only one crew reversing the complete train.
3) An hour after these went by, an empty grainer went by EB.
4) Both trains were substantially shorter than "normal" trains.
5) No EB empty coal trains had gone by earlier, only EB empty grainers.

I had been wondering if some sort of testing was being done, (PTC) or some other testing.
