40' well cars marked for scrap question

i was at a fishing spot in the american canyon/napa area and there is a string of 40' articulated well cars stored out there

all of them are stenciled "scrap" and have the reporting marks (DTTX) crossed out

my question is they all look quite new, no obvious damage.. why scrap them? are 40 well cars less useful/in demand?
