I can't speak for the strobes, as I've never tried that. As to the tripod, or just generally hanging out on platforms, the overall answer is that you will be fine, but if you can be more specific about where you want to shoot, I can give you much more specific answers. There are some places that you are more or less likely to be questioned/hassled.
