As a practical matter, the budget is DOA anyway. Most Presidential budgets are - they have to be submitted, but they're a formality, a starting point for negotiations. Much like, in California, the Governor has to submit a budget in January, but things don't get down and dirty until May when the final revenue numbers arrive after tax season.

It's very likely that Amtrak will survive in the next federal budget, reasonably likely (given the current management) that it will continue to shrink and stumble despite the high load factor and nearly breaking even, and very unlikely that it'll ever expand except under state or regional control.
