Who could operate the line?

Okay, so the port now buys the line. Beyodn the next step of repairs, who are possible candidates for operating the line?

I am little new hear to train knowledge, but this would be a good expansion for the Portland & Western (GWR) company. Would they have to lease the line? Or would they contract haulage rights?
