UP has furloughed a lot of trainmen in California (over 200, last time I checked) and has created an Engineer's Reserve Board at many locations (around 150 people on them, last time I checked), all do to declining traffic. A couple of months ago the Roseville Service Unit superintendent said to expect furloughing back to the 2004 hires after the first of the year.
