Could it because SC isn't as aggressive as NC in seeking out funds and performing due diligence? It would be nice to see a north vs south breakdown of where SB1, C&T, Prop1a bookend and etc funds are heading. North has Valley Link, ACE, Caltrain and SJ soaking up money independent of HSR. SC has LAUS but not much else in regard to intercity rail, as far as I know anyway. A breakdown of funding would be nice.
