The author points out that ridership is down but no reason's why. Pretty weak reporting.
I would surmise that there are two good reasons ridership is down.

1) The price of gas is way down. It's still high in CA compared to the rest of the country but it's way down from the $5.00 we paid at the peak about 10 years ago. When gas was at it's peak the Santa Clara County light rail had a big jump in ridership. As prices went down so did ridership.

2) From stories from Bay Area papers posted on this site, riding BART does not sound very good anymore. Homeless in and around the stations and the crimes reported makes good reasons why people would stay away. Bart didn't used to be like that. You could ride it and expect clean trains and a safe environment. That doesn't seem to be the feeling of the traveling public.
