Why doesn't the UP abandon one of the parallel lines in NV?

Doing some Google railfanning... wondering why the UP doesn't abandon either the old SP or WP between Winemucca and Elko... Surely adding a dozen sidings would cost less than maintaining directional double track that whole distance? I know they keep Silver Zone in case of a problem with the lake, but why not ditch the parallel running for a single main with sidings?
