California and EPA emissions tiers

It's my understanding, that unless operating in a port or other AQ attainment area, that older Tier-0, Tier-1, Tier-2 and Tier-3 locomotives can operate without restriction, and that they did not have compliance sunsets like with trucks and mechanical reefer units. The only restrictions were that Tier-0 had to be upgraded to Tier-1, etc with rebuilds. Is that correct?

Someone told me that only Tier-3+ units can operate in California, which is rubbish because there are still SD40-2s, GP60M's etc operating all over.
