IT SURE DIDN'T!
UPee wants tax payers to foot the painting bill (as of 2007). Last figure I heard was almost $3 million to paint!!!
PLUS: Since at least the early 1990s (prob before), there has been talk about a new RR bridge as part of new road bridges.
As you can see, the roads have new bridges. The RR/road combo never took off.
A new RR bridge also can't have a center pier (millions of dollars more to project).
I think the yellow borg wishes the span to wash out to sea so tax payers will pay for a new span through "grants" at the state/fed level.
