What time frame are you asking about?
In 1946, the UP shop forces in Albina, Oregon developed the two-tone gray paint styling for steam locomotives (specifically Challenger #3976) assigned to passenger service. The concept was approved by Omaha Headquarters, and oil fired Challengers assigned to passenger service, as well as many 800 class FEF locomotives were subsequently repainted into two-tone gray.
As far as the "excursion era", I can't recall exactly when 844 was repainted into the two-tone gray scheme. Somebody here will, I'm sure.
