Politically Incorrect Analogy

As an analogy, let's say you agree to give me part of your front yard, and I agree to operate a coffee and tea shop. Even though I make money selling coffee, I find I'm not making money selling tea, and want out of the deal. I got a few options. I could offer to buy that part of your front yard, at current fair market value, and then discontinue selling tea as I wish. You could pay me for my improvements (the shop building) at current fair market value, I give you that part of your front yard back, I go elsewhere and discontinue selling tea as I wish. Or, I could go to the government and get a special ruling or law that says I don't have to sell tea anymore as agreed, and I don't have to give you back that part of your front yard either.
My question: isn't the third option of "going to the government" exactly what the railroad companies did with their "tea" (passenger trains) through about fifty years go asking big government (ICC agency) for "train offs", and finally, after decades of paying for lobbyists and politicians (campaigns, and maybe some bribes) accomplished their goal when they finally created Amtrak in 1970? Didn't big government "do" us again?
Just asking. I don't need any "politically correct" answers, but would like some insight if possible. Thanks.
