The tea/coffee shop opened after applying for a 'charter' to do so. Surprise! after many years, mgmt decided tea wasn't as profitable as they had hoped, AND after decades of mistreating many customers they found themselves 'regulated' by the citizenry who had permitted them to engage in business in the first place. Having found willing Congressmen, they arranged to palm off the mildewed tea leaves, chipped teacups/pots on a never honored promise that the 'outsourced' tea service would have access to the boiling water on a fair basis. After years of being dissed by the coffee side of the business, the tea service struggles on each year getting an insufficient budget to operate and continuously being bashed in the media for chipped cups and slow service. For some perverse reason, despite sabotage by the coffee barons, customers continue to walk in to buy tea--a record number this last accounting year.
