DRGW 3086 was the first Espee speed lettered repaint. The MK GP40M-2s and GP60s were the first new units delivered in speed lettering.
The Espee speed lettering was developed by Espee's new owner, the Phil An-what's-his-name controlled DRGW. Since 'Southern Pacific' had more brand recognition than 'Rio Grande' the new railroads' image incorporated the DRGW into the Espee image.
No GP9s or SD9s were speed lettered due to the advanced age of the units at the time of speed lettered repaints. The fact that one GP9R got ditch lights (3827 I think) is stunning enough.
