The State should have bought out the Tejon Ranch at the outset once it was realized they would attempt an embargo on HSR. The price of the Ranch, a great part of which could have become park, is chump change in comparison to the at least $100bil cost of full LA-SF HSR.

A proof of concept HSR line, with no a priori constraints on routing and engineering, over Tejon-Grapevine would have been successful and provided a new rr link between the Valley and the LA Basin.

Bakersfield opposed it due to fear of becoming a bedroom community of Los Angeles. It seems they have changed their collective mind now.
