Yes, as far as I know. That was our plan with 1727 back in the 1980s too. We were going to use PVC pipe as a spacer to provide some support for the jacket. I don't know what the 1785 folks did. Of course, back then you didn't need a license and a containment tent. We also had a donation of all the lumber to build a shelter too, but the local seniors thought such a structure would spoil visitors' view and photos of 1727, so the offer was turned down (as was the offer to remove the asbestos, as they thought we might take something valuable off the engine).
