I'm going to take a wild guess that you're talking about the Stege Wye in Richmond, California, right? It's nowhere near Richmond Parkway, so perhaps you're talking about someplace else.
Meade Street crosses both the east (northern) and west (southern) legs of the wye.
BNSF, RPRC and UP can use all three legs of the wye, RPRC and UP use the "wall" track (SP called it "1 Track" or "the Water Side") that parallels the main tracks, and RPRC and BNSF use the track that runs northwesterly from the tail of the wye to the 23rd Street Yard (UP used to use it as well; I'm not sure if they still do).
