Yes;

Somehow these Fedex containers got on a BNSF train to L.A.

Seems even long ago there were five combo TOFC plans for draying and paying for service. Deregulation of trucking has allowed the RR's (and other) to use and abuse truckers often paying flat to dray a trailer.

UPS, Hunt, & APL pioneered special contract deals.

I noticed there are plenty of guys in the trucking field that post here so I will stop here.
