Utility worker rules added.
18.0 section all new PTC rules.
Rule 2.21 6th bullet second paragraph was changed regarding RR supplied
electronic devices.
Rule 5.3.3 signal disapperance you have to stop..duh! Rule 5.4.2 yellow flag part B was changed.Rule5.4.4 was deleted
Lots of rule changes. More rules to fire on.
