First question, yes this mill they are switching is at Noti, the normally get 5 loads a day out of there.
Second question...Far as I know the Coos Bay Rail Line is still running 5 days a week. Saw a video today of them bringing into Eugene several cars. There is a Facebook page called Coos Bay Rail Line that has pretty up to date information.
