Ah, new goal posts, and I agree with you regarding them. Thank you.

Ernest pointed out some details about 3rd rail that may limit speeds in practice, but 70-80mph is manageable if the track alignment and other features (like density of station stops) are suitable. I've been on LIRR EMUs doing near 70 (briefly, between stops that are a little farther than average apart), and BART ran up to 80 routinely when new (cut back to 70 some years ago to reduce maintenance cost).

The Stadler looks more like NJT's locomotive - set up to run on catenary rather than 3rd rail in electric mode. Some comments above suggest that it's for freight use; that would be interesting, because all of the "electro-diesels" I've seen listed as in use in the last 40-50 years have been for passenger service. I guess it could happen. GE said at one point that they could make dual-mode freight diesels if anybody wanted them (back in the 90s, I think, when there was talk of electrifying in the LA Basin for smog reasons) - at the right price of course.
