The PLA was not involved with this trade in any way. It was between the Western Railway Museum (Rio Vista) and the Western Pacific Railroad Museum (Portola).

The PLA did get the Robert Dollar 2-6-2T from the WRM. As far as I know that has been the only transaction between the two organizations. Other things were considered, like the SP steam crane was offered to the PLA but nothing came to fruition. The cost of moving the crane was too expensive for the PLA at that time. The 94 and/or 334 sure would look good in Niles Canyon.
