"Signal Issues"

Amtrak seems to have a lot of delays recently due to "signal issues." Is that a euphemism for PTC problems? Other things also come to mind, like dispatcher issues or just garden variety communication and electrical problems. Probably, all of the above, but how much of it is PTC?

Sometimes they're more specific in their tweets (as seen at [www.amtrak.com]), as in "weather-related signal issues" causing delays in parts of the NEC this morning. Those obviously are not PTC-related.
