The Toledo District bridge just downriver in Albany is also a swing-span that hasn't opened in a very long time, if ever...

Legend is the Oregon Electric bridge upriver from Corvallis opened exactly once when it was first built but never again; today the lift span sits over a sandbar thanks to the Willamette River changing its course. The adjacent SP (UP) bridge was recently demolished and rebuilt as a non-movable bridge.

I believe the Van Buren Bridge is the only Willamette River bridge south of Portland that is physically capable of being opened.
