Sure you have the Capitols on the same corridor, but their speed and scheduling make them poor options for San Jose to East Bay commuters.

There has never really been a good rail option between Santa Clara Valley and the East Bay, at least not after the early 20th century.

Now, duplicating SJ to SF; sure, we have CalTrain. But I don't think a lot of San Jose folks are going to use BART for that. They're heading mainly to East Bay destinations or possibly areas around the first couple SF stations that are not really easy reaches from CalTrain.
