Yep, there's no more choo-choo, because there's no more 500+ year old, "old growth" timber to strip mine anymore, and with no more illegal weed cash anymore to prop up what was left of a "local" "resource based" economy, well... Leaving them with a terrible port for both land side and sea side access.
And, then there are the folks who oppose those "evil" wind power farms off of Eureka, most would be nearly fifty miles offshore, to save the sea gulls, but mostly because it is proposed to be built by an evil capitalist corporation (like on of those "evil" capitalist corporations that probably pays my pension....?) some of those folks. Of course, such wind development would, like in the Texas panhandle, Scotland, and Denmark be a real shot in the arm to that moribund port and the local economy. And, some of those very same folks will probably continue to wonder why this has finally become one of CA's poorest rural area's, while they wait for the "revolution"...
But of course they do have local officials who will end up pouring local money into studying schemes and/or scams like this one, out of desperation...
The only thing to do with a RR in Eureka (the segments of the NWP), is to put in a tourist train operation of some kind, if they can find an operator with a good business plan, to capitalize on the only asset they have left, which is tourism...
