Barring tools are used on locomotives to slow turn the engine by hand for inspection and repairs. You can slowly turn the engine to inspect bearings, piston rings, bores, and to line up bolt on cranks for removal and repairs. Bumping the engine with the starter is hit and miss for trying to see what you're looking for, way too easy to miss your mark, and high risk of the starting accidentally, potentially causing severe damage if you have something loose and you are trying to get a better position on it.
