Here's what it says in plain English:

The steam crew finshed a 3-year effort to repair the damage they did by mismanaging 844's boiler since they took charge in 2011. It took 3 years to develop the lies and excuses for the amateurish way they operated the locomotive and failed to follow acceptes practices that had proven successful for decades.

Additional time was needed to convince Omaha that it was all the fault of someone else. Even more time was wasted in drilling holes in the staybolt caps in search of telltale holes in the bolts, apparently unaware that the holes are in the other end of the bolts.

We spent millions of dollars and 3 years attempting to get the locomotive back to the excellent condition it had been in before we got our hands on it.

Not to mention polishing the brass and adding stainless steel and chrome.
