Las Vegas - Phoenix ?

Could one build a new passenger line without difficulty between Las Vegas and Phoenix? The straight route would follow present day highway 93. What is the terrain along that highway like?

Existing railroads would take an indirect route via CA and connect between the ATSF and UP at Barstow.

A non-stop flight is about 1 hr - 15 min. Cost around $250 - $400.
