More precisely, the proposed I-11.
Phase one, is supposed to be west of Phoenix to Las Vegas. Later, Las Vegas to Reno (and beyond?) and west of Phoenix to Tucson and the Mexican border. The Boulder Dam by-pass bridge was already build as a part of that interstate, as are many of the highway improvements that NDOT is making from Las Vegas to Boulder City.
I can't see much interest in Arizona in adding rail to that interstate project. I also see even less interest in anybody actually wanting to use it. Southwest has plenty of flights at a reasonable price, and most Arizonans don't think twice about a 6 hour drive. There are also plenty of casinos around the state and the Phoenix area.
