I doubt it. The Penn Central management was incompetent, much of the PRR's physical plant was deteriorated, both the PRR and NYC were burdened with extensive passenger train operations* and Hurricane Agnes caused serious damage to Northeastern railroads in 1972.
*Just to be clear, I am a huge believer in passenger rail and am glad that Amtrak and commuter rail authorities assumed responsibility for passenger services which were operated by Penn Central and Conrail.
