Much of what you say also pertains to the Post Office which preceded Amtrak into quasi-government corporate status along with elimination of the Railway Mail Service, which was a subsidy to the airline industry. The RMS helped cover the losses of many remaining passenger trains without which there was little choice but to create AMTRAK. Neither the PO or Amtrak was created to survive in our dog-eat-dog supply/demand view of the World.
