Because that could apply to any consist where the lead unit controlled the rest of the consist whether it was done thru the jumper cable or radio remote. Mother / slug is a specific application whereas the mother (which is powered) controls the slug (which has no engine but receives it's power from the mother. Additional units can be "trainlined" to respond to the commands of the mother.
