The Railroads were deregulated in the 1980's. They charge what the market will bear. My guess is most shippers don't (or could not, would not) deal with RR's. Load needs to go door to door right?

The UPS's and JB Hunt's have special contract deals. When a load comes through the gate it may wind up on a spine car of a well car.

I may have misunderstood you. Maybe you were talking about trainload shipping like from the port?
