Progressive Rail Abandoning Santa Cruz

Progressive Rail is having closed door discussions with Santa Cruz County Regional Transportation Commission to get agreement on ending the License Agreement to operate on the Santa Cruz Branchline. Even before COVID-19, PGR Watsonville operations were far from profitable, with only 312 carloads in 2019. Not enough freight to sustain a shortline operator.
