That 200 foot emergency exit looks like a missle silo! Gawd, that looks like an expensive project. Think of the seismic considerations alone. The shaft might have to move independently of the underground station during an earthquake, so lots of flexible couplings, moving parts, and complicated crap to trigger cost overruns.
I am more and more and more persuaded by the conservative idea that massive public works projects do more harm than good, and that New Deal projects of the 1930's created and sustained the Great Depression. Here we are doing it to ourselves again while people are being laid off in the real economy.
