Diesel paint colors

I'm sure there's an obvious answer, but it hasn't occurred to me yet: Why did many railroads in the south and southwest tend to paint their diesels (especially freight units) in black or dark colors instead of silver or light colors? With the bright sun and heat outside, wouldn't have made more sense to paint white or silver to reflect the heat? Was this a cost issue?
