Narlon is a passing siding on the Union Santa Barbara Sub within the confines of Vandenburg Air Force Base. The RR was there before the base (originally an army base build around WWII time frame). I would assume SP retained ownership of the small stretch of ROW through the base, though unsure. Narlon, and Tangair (the other passing siding on the base) are deep within Vandenburg AFB property, and any railfan caught there would likely be more than questioned by the MPs.

There used to be base owned spurs that connected at both Narlon and Tangair. When I was last on the base (10+ years ago) they were in the midst of tearing out all (or most?) of the trackage that connected at Narlon. We did not venture up towards Tangair on that trip as its well away from all the commercial launch facilities, so no idea if the spur that came off of it is still around or not.

There is some additional based owned spur tracks at South Vandenburg, but have only seem them from Amtrak.

As far as storage tracks, UP runs so little on the Coast Line, that many of the passing sidings get pressed into use as storage tracks when needed. Cant imagine its a great storage location what with all the salt air, but guess they at least have good security.
