The real reason for St. Paul & Pacific wanting to leave

Just rec'd this from the Santa Cruz County Regional Transportation Commission:

The Commission is in the middle of a Transit Corridor Alternatives Analysis (TCAA) study to determine the locally-preferred alternative for public transit on the Santa Cruz Branch Rail Line, which is expected to be completed early next year. Saint Paul and Pacific (SPP) Railroad notified the Commission of their intention to terminate their Administrative, Coordination, and License (ACL) agreement with the Commission for freight and transportation rail service. SPP stated the reason for termination is due to illegal actives by third parties, including trespassing. The Commission is working with SPP to resolve the stated problems in order to avoid termination of the agreement. At present, freight customers will continue to be served by SPP and there should be no interruption of service. The Commission does not intend to consider any alternatives to the existing agreement until the completion of the TCAA study.
