Many law enforcement handheld type radios are already capable of transceiving on railroad frequencies. They just need to be programed to the particular frequency. Some locales may already have this in place.

The bad thing is in places like Podunk, Texas where Deputy Barney Fife might use the radio to try and stop a train to issue a speeding ticket to the engineer for "traveling too fast" through town.
