Sorry, I have no information about the cars you observed.

Regarding Amtrak, there is no private car ban per se. If I understand correctly, there is a restriction such that private cars will be hauled on scheduled trains only (no more specials) and only from terminal to terminal - no pickups or drop-offs along the way.
