A new PSR Wrinkle?

First, yes I know BNSF is not officially a PSR railroad but, a crude oil WB just left town with two loaded GATX coal hoppers as the middle buffer cars. The buffer cars are almost always covered hoppers with Buffer Service only stencils.
Thinking the two coal hoppers could be metallurgical coal, and could be set out at Spokane or Pasco.
