During deregulation, PG&E sold all its power plants except the hydro and Diablo Canyon, which is now being decomissioned (Humbolt Bay was decomissioned long before that). It bought a bunch of out of state plants (some from Duke Energy on the East Coast). This sort of thing makes no sense to me, but either they will buy power for the HSR or the USBR will come in a pre-empt the service.
