Could Crazy Train viaduct become linear elevated park of the future?

Sao Paulo is proposing converting an elevated highway of the early 60's into a park with greenery, etc. Reminiscent of the Embarcadero Freeway but Sao Paulo loves its aerials, unlike SF. Street level seems kinda blighty with homeless tents. I wish them luck.
