Because 1) it's not within CTC and 2) if it was, it isn't used often enough to justify the investment. 30 years ago power swtich machines cost upwards of $20,000, and this figure doesn't include the slide plates, chairs, rods, signal control circuits, installation costs (labor), etc. Use your calculator and compensate for inflation.
