Disneyland/Knotts and the like don't fall under FRA's 15/1472 regulation. The FRA only has authority over common carriers (including operations over common carriers) and those other operations that are deemed to fall under some or all of FRA's regulations (a tourist railroad/museum crossing a public highway can put them under FRA safety oversight).

Everyone else would fall under their own state's boiler regulations which may vary widely from state to state. I'm not sure if any of them have a similar restriction compared to the FRA's 15/1472.
