I think it mostly depended on what the purchasing road wanted. I believe this is correct, if not feel free to correct me. FOr example

SP&S GP9's - Torpedo tubes (roof air tanks) - steam generators
NP GP9's w/o dynamics- torpedo tubes, larger fuel tanks, no steam generator
GN GP9's w/o dynamics - torpedo tubes = steam generator. No torpedo tubes, no steam generator .
