First off, SMART promised Marin County doodlebugs in its election propaganda. SMART has already been sued once by Marin; I don't believe they will want to generate another one by pulling a bait-and-switch to locomotive hauled.

The monies that BART covets are the federal and state matching funds doled out by MTC. BART's capital wants are enormous - BART is a 5'6" wide bottomless money pit. It isn't just SMART who will have to duke it out with BART over money, but Caltrain and the HSR too.

BART's political connections are impeccable. SMART doesn't even have a union. The goal of BART's militant unions is to create a Bay Area transit monopoly which will allow them to shut down the region with a strike. They are probably half way there already.

It will be enlightening to see the final cost per car for BART's new fleet. I'll throw out a guess of around $5 mil.
