No, the people did not. The electroal college did, and it's prone to political manipulation in the form of gerrymandering (a practise which dates to pre-Revolutionary times). The "people" voted for the Dreaded Hillary by a margin of at least three million votes, which is not insignificant (and rankles presidink bonsepurs to this day).

No one is able to prevent a President from nominating, after which it bacame a question of confirmation. Moscow Mitch is being true to his (double) standards: "we ain't gonna do that this time".
